In this era of heightened job growth and diminishing supply, companies are naturally concerned about their ability to attract and retain good workers. Shortages, however will prevail and the real issue that companies will need to address, will be the question of human capital productivity and return on investment. This presentation argues for the need to develop better methods of understanding and measuring human capital and offers guidance to Human Resource practitioners on how to do this. The presentation will build on the work of the Wynford Group and the Saratoga Institute in Canada, in the field of Human Capital Benchmarking and Measurement. The presentation will initially address the issue of measurement and valuation of Human Capital Assets. The second part of the presentation will then focus on the use of metrics, benchmarking and the Alignment Mapping process to assist in measurement and valuation. Trend indicators from the Canadian Human Capital Benchmarking survey will also be provided to help participants understand various approaches to measurement.

With growing concerns over dilution, increasing pressure on corporate governance, mounting scrutiny from institutional shareholders and the possible elimination of the accounting advantage associated with stock options, many companies are rethinking the design of their long-term incentive programs. A panel discussion on these and other issues surrounding long-term incentives and the program redesigns that have recently occurred at Petro-Canada, ARC Energy Trust and Talisman Energy Inc. will be discussed.

Fiona Macdonald, Managing Principal, Towers Perrin

Fiona Macdonald will discuss catalysts for change in the area of long-term incentives as well as the types of programs being implemented. She will also discuss company-specific issues and more general circumstances to consider when redesigning long-term incentive plans. These considerations will include fixed versus variable accounting, cash flow impact, corporate and individual tax levels and timing, and most importantly, what performance message you send to participants, and to investors, when you change from stock options to something else.

Elaine Noel-Bentley, Senior Director, Total Compensation, Petro-Canada
Petro-Canada recently moved from a "pure" plain vanilla stock option long-term incentive program to one with modified option terms. In addition, the company implemented a mid-term incentive program. She will discuss the rationale for these changes, features of the modified option plan and the mid-term incentive program as well as lessons learned and challenges in both the design and implementation of these programs.

David Carey, Vice-President, Business Development, ARC Energy Trust
In the spring of 2004, the board of directors of ARC Energy Trust approved the adoption of a trust unit award incentive plan, which authorizes the company to grant awards of restricted trust units and performance trust units. The new unit award incentive plan replaced the existing trust unit appreciation rights incentive plan. As a member of the panel, he will discuss the key drivers that led to changing the organizations long-term incentive plan, key features of the new plan and implementation challenges encountered along the way.

Brenda Mickelson, Team Leader of Compensation & HRMS, Talisman Energy Inc.
In 2003, Talisman Energy redesigned their employee stock option program to include tandem stock appreciation rights in response to shareholder dilution concerns, and the company's move to expense stock options. The change required human resources, finance, tax, and legal involvement within a number of regulatory regions across the world. She will share lessons learned and challenges involved in bringing the various interests together across a global organization to change, implement, and communicate the redesign.

COMPENSATION IN THE NEW MILLENNIUM:
EVOLUTION OR REVOLUTION?

The new millennium has started with significant demographic forecasts, which will create corporate winners and losers. Beginning with an overview of the emerging demographic issues, especially those pertaining to large traditional employers, many organizations are choosing, or are being forced to respond to the challenges of the future workplace. These issues will have implications on recruiting, leadership and employee development. The discussion will then move into a conversation about the implications and trends in compensation, including executive pay and merit based pay systems. Participants are encouraged to bring questions to make this an interactive session.

INSTRUCTORS:

Dr. Richard J. Long is professor of Industrial Relations and Organizational Behaviour at the College of Commerce of the University of Saskatchewan. He holds a B.Com and M.B.A. degree from the University of Alberta, and a doctorate from Cornell University. Dr. Long has been teaching, conducting research, and consulting in human resources management for more than 25 years, and has produced more than 80 publications based on his research and experience. He is the author of three books, including Strategic Compensation in Canada and Strategic Compensation: A Simulation (co-authored with Henry Ravichander), published in 2002 by Nelson Thomson Learning. In 2002, he received the McConnell Foundation Award for Teaching Innovation, based on his work teaching compensation and pay systems. He is on the editorial boards of the International Journal of Human Resources and Relations Industrielles/Industrial Relations. 

George Coppus is a founder and CEO of CCSI, a consulting group working in association with OpenOptions. Before going into private practice, he was vice president, HR and Business Systems in a large energy company, focusing on marketing and e-business strategy.  This position also encompassed performance and change management, organizational effectiveness, performance management and leadership development. His success in resolving business issues using systems dynamics and complexity theory has been featured in Canadian Business Magazine. Coppus' early career in oil, gas, and chemicals companies included management capacities in manufacturing, strategic planning, marketing and HR. His responsibilities have included technical manager in an award-winning manufacturing site; leading the ISO certification process in one of the world's largest polyethylene manufacturing plants, and designing project and portfolio management processes.

Recently AlPac conducted an assessment of economic, demographic and organizational environments, as well as a best practices review of Human Resource strategies in team-based environments, to redefine a HR Model aligned with current and evolving business strategies.

This collaborative presentation will present the process used, results from the best practices strategies and the resulting HR model and pay strategies that align with AlPac's business imperatives, as well as some lessons learned along the way.

The TechnoSkill Job Fairs started through the work of CATA (Canadian Advanced Technology Alliance -- information is located at www.cata.ca). One of the facets CATA develops and manages is the TechnoSkill website --located at www.technoskill.com. This is a database of employables, that can be sorted according to location and skill sets.  CATA saw an opportunity to promote and increase awareness around TechnoSkills by running job fairs.
